Job Description:
The Commissioning Specialist Is responsible for executing pre-commissioning, commissioning & start-up tasks as directed by the Commissioning & Start-up (C&SU) Leader
1. Under the guidance and leadership of the C&SU Leader, the Commissioning Specialist will execute pre-commissioning, commissioning and start-up tasks to support the systems completion.
2. Will work cooperatively with other Commissioning and Construction personnel to complete systems and associated documentation In accordance with the Integrated Commissioning Plan (SICP) for the site
3. Will assist the C&SU Leader and other commissioning team members to correctly follow and complete the Startup Readiness Review and associated procedure
Responsibilities:
Perform and demonstrate the following
1. Perform witnessing and acceptance activities on behalf of manufacturing to ensure EPC pre-commissioning activities are executed according to Owners requirements
2. Assist Plant Pre-Commissioning, Commissioning, and Startup (C&SU) Leader In leading and coordinating witnessing and inspection of EPC field pre-commissioning activities including planning, communicating, assigning activities, tracking progress, intervening and escalating Issues
3. Work with C&SU Leaders, Operations, Maintenance and other Functional team members to review and develop plant pre-commissioning, commissioning and startup plans, procedures, and related operating discipline for new facilities following procedure templates and guidelines.
4. Participate and coordinate execution of site C&SU work processes during pre-commissioning, Turnover, and early Commissioning including field Inspections planning and tracking of work execution, punch listing, P&ID checks, etc
5. Prepare, issue, track, and void work permits on behalf of operations when sub-systems are released for work to construction or maintenance groups.
6. Incorporate EH&S into all aspects of operating discipline development and delivery demonstrating knowledge and Importance of EH&S In plant operations
7. Provide field support during pre-commissioning, commissioning, and startup of new facilities including field EH&S observations and Interventions during Construction and pre-commissioning
8. Review and approve EPC detailed pre-commissioning plans and procedures and develop commissioning, and startup procedures for all piping, equipment, instrument and electrical, buildings, civil/structural and process systems for new petrochemical plant facilities.
9. Work closely with technology experienced plant engineers and technicians to develop, format, and deliver C&SU procedures on schedule
10. Work closely with EPC and Construction contractor to create complimentary procedures defining roles and responsibilities, and Interfaces between contractors and various owner roles
11. Lead and coordinate reviews of preliminary and final version of all C&SU material to ensure technical accuracy.
