Seeking a Senior Resident Engineer who will be reporting to the Director of Construction Services and will be responsible for the delivery of construction supervision and contract administration. The Senior Resident Engineer shall supervise, monitor and manage the Contractor, including their compliance with their contracts, preparation of construction management plans, safety and security of the works, progress, quality and environmental aspects.
The key responsibilities:
To act as the Senior Resident Engineer/Engineers Representative under the conditions of contract exercising the functions and authorities that are delegated.
Management and direction of a team of Resident Engineers for the delivery of construction supervision and contract administration.
Acting as the Public Works Authoritys (PWA) and Program Management Consultants (PMC) prime point of contact for the construction supervision aspects of the project, including progress reporting, safety, financial recommendations, quality control and design modifications.
Building a trusted relationship with the management team and with the PWAs and PMCs counterpart staff.
Establishing and maintaining and an appropriate working relationship with the Contractors Representatives and where appropriate within the Form of Contract cultivate an ethos of partnering.
Verifying and endorsing documentation, reporting and communication presented in support of service delivery to the required quality and satisfaction of the PWA.
Monitoring and ensure full and auditable appropriate records are kept and maintained by site staff.
Assisting staff in resolving design queries from the Contractor and provide technical advice as necessary.
Issuing site instructions and approval of variations and negotiating the value of contract changes, extension of time and final cost.
Evaluating all claims received from the Contractor and provide recommendation to the PWA and participate in all negotiations necessary to resolve claims as directed by the PWA.
Assisting site staff in resolving design queries from Contractor and provide technical advice as necessary.
Ensuring monitoring of progress of construction against the program and takes steps to ensure the program is achieved. Use effective project management and controls systems to regularly report on progress to the client.
Establishing and enforcing effective project quality control procedures and ensures that they are audited in accordance with the contract requirements and internal systems.
Planning budgets, organizing and coordinating activities for the effective management, control and reporting of the construction supervision of the project.
Evaluating, selecting, and adapting construction management and control techniques, procedures, and criteria to suit job tasks, and devises and implements solutions to problems encountered.
Ensuring that the Resident Engineer team members effectively identify, manage and report project risks.
Monitoring the utilization of staff, ensuring they are fully utilized and adequately resourced in terms of numbers and capabilities, with no inefficiency; and, promoting safe construction practices (Target Zero) and on maintaining a high quality of construction.
Minimum Requirements
Minimum 20 years experience since obtaining maximum educational qualification
Minimum 10 years experience in similar project specific role of which are in a supervisory and Construction management role in infrastructure and roads projects
Familiar with requirements of Project Works Authority in Qatar
Experience within the Middle East region preferred
Preferred Qualifications BSc, BEng, BA or equivalent
Chartered Status/Professional License preferred but not essential
