Job Description:
* Must have Bachelors" / Master"s Degree in Safety / Chemical / Mechanical Engineering with Safety Qualification
* Experience Level of 17+ years in Design Safety, Fire Protection & Environmental design activities
* Should have worked as head of Technical HSE group for not less than 5 yrs and have acted as Lead for a minimum of 5 medium to major size projects.
* Exposure in Pre-FEED, FEED, EPC, LSTK & PMC HSE design works for O&G, Refinery, LNG, Petrochemicals, and Fertilizer Projects.
* Must have certification for HAZOP/SIL/LOPA Leadership, QRA & Other Risk Studies
* Fair knowledge on Local & International Safety Standards, Codes & Regulations (OISD, OSHA, API, NFPA, IEC, ANSI, EPA, EU, UK, ME) and Best Engineering practices relevant to design safety, fire protection & environmental regulations
* Related Professional Membership - Desirable
Technical Skills:
Experience in preparation of THSE Plans/Design Basis/Philosophies/ Procedures in the areas of Design Safety, Process Safety, Loss Prevention & Environmental design
* Must have Chaired HAZID/HAZOP/SIL/LOPA/ PHSER Studies
* Experience in QRA/Dispersion Studies/FERA/EERA/Bow-tie Analysis, Emergency Response Plan & other Risk studies, Risk Control Measures (HSE & Environmental), Environmental Permitting, Pollution Control Measures, Waste Management Plan
* Experience in Fire Protection System Design, demand calculations, network hydraulics, Fire layouts
* Exposure to software such as PHAST, PHA pro, LNG Fire, DEGADIS, ALOHA, FATHOM, PIPENET, AERMOD
* Preparation of Annual Budget, Resource Planning, THSE knowledge Transfer in core skills, HSE Methodologies
* Preparation of Technical Proposals, Man-hours, Project Execution Plan, Manpower Plan to support business winning operations
Responsibilities
Maintain high degree of awareness on current trends in Technical HSE and legislative developments in process industries and improve company"s competitive position from THSE view point.
* Develop Technical HSE Group"s Vision, Objectives, Targets, Development & Progression Plans
* Ensure all required THSE standards, tools, go-bys for applying on projects are resourced & made available
* Manage, Supervise & Guide THSE Group
* Be a focal point between THSE and Proposals Group/ Project Management/ Project Engineering/ Company Affiliates/Vendors/Sub-contractors/Third Party Consultants/Clients, when deemed necessary
* Maintain excellent relationship with Clients, Vendors, Sub-contractors, Third party consultants
* Implement Company"s / Client"s / Regulatory procedural requirements on all projects in the areas of design safety in the companys work. Ensure various HSE Standards (Client Specific, Regulatory & International) are complied with while preparing the design.
* Be accountable for technical accuracy, quality and economics of all THSE works.
* Review performance of THSE group periodically to assess and highlight gaps to improve the skills and capabilities to deliver
* Ensure company"s QA procedural requirements & technical quality of the services are met on projects
